Hainan Province fixed pollution source discharge registration management announcement
All pollutant discharge registration units:
In accordance with the Environmental Protection Law of the People's Republic of China, the Regulations on the Administration of Pollutant Discharge Permits, and the Hainan Special Economic Zone Regulations on the Administration of Pollutant Discharge Permits, pollutant discharge units registered under the "Catalogue for Categorization of Pollutant Discharge Permit Management for Fixed Pollution Sources (2019 Edition)" must submit pollutant discharge registration forms and implement environmental management measures in compliance with relevant laws, regulations, and standards. The following requirements are hereby notified:
1. Before starting production facilities or discharging pollutants, each unit shall truthfully, accurately and completely fill in the pollutant discharge registration form through the National Pollutant Discharge Permit Management Information Platform (http://permit.mee.gov.cn/), automatically generate registration number and receipt in real time, and print and keep the registration form by itself.
II. The Pollutant Discharge Registration Form becomes effective from the registration number date. When five years have elapsed since registration, all entities must promptly update their registration information through the aforementioned platform in advance. Since 2020, the Ministry of Ecology and Environment and our provincial authorities have issued multiple new pollutant discharge standards and related technical guidelines. When updating or renewing registrations, please ensure compliance with the updated standards during submission and implementation.
3. All units shall complete the update of their pollutant discharge registration information within 20 days from the date of any changes to the submitted data, including basic information, production details, pollutant discharge destinations, implemented emission standards, and pollution prevention measures. If a unit ceases discharging pollutants due to closure or other reasons, it shall promptly cancel its pollutant discharge registration form.
4. Those who need to apply for a pollutant discharge permit according to law due to changes such as the expansion of production scale and the increase of pollutant discharge shall apply to the ecological environment department where the production and business site is located for a pollutant discharge permit in time and cancel the pollutant discharge registration form according to the provisions.
V. For some units that forget the account or password, they can retrieve it through the mobile phone number that has been bound. If they forget or need to change the bound mobile phone number, please contact the ecological environment department where the production and operation site is located for guidance.
From the date of this announcement, municipal and county ecological environment departments, along with key industrial park management committees, will implement daily supervision and provide guidance to relevant entities in accordance with applicable laws and regulations. Any violations of the "Pollutant Discharge Permit Management Regulations" or the "Hainan Special Economic Zone Pollutant Discharge Permit Management Regulations" will be addressed by environmental law enforcement authorities at all levels in compliance with legal provisions.
