Notice on adjusting the administrative approval authority for the establishment of sewage outlets into rivers

The people's governments of all cities, counties and autonomous counties, and the units directly under the provincial government:
To implement the State Council General Office's "Implementation Opinions on Strengthening Supervision and Management of River and Sea Outfall Facilities" (State Council General Office Letter [2022] No.17), standardize the approval process for new, renovated, or expanded river discharge outlets in our province's rivers and lakes, and further optimize the business environment, we hereby adjust the administrative approval authority for river discharge outlet installations. The revised jurisdictional scope is defined as follows:
I. Scope of approval by the Provincial Department of Ecology and Environment
(1) The establishment of river discharge outlets for projects whose environmental impact assessment documents are approved by the Provincial Department of Ecology and Environment shall be examined and approved by the Provincial Department of Ecology and Environment.
(2) The provincial Department of Ecology and Environment shall be responsible for examining and approving the establishment of river discharge outlets in projects where there are disputes over rivers and lakes across city and county boundaries and the relevant cities and counties fail to reach an agreement through consultation.
2. Scope of approval by cities and counties
(1) The establishment of river discharge outlets for projects whose environmental impact assessment documents are examined and approved by cities or counties shall be examined and approved by cities or counties.
(2) Projects that, in accordance with relevant regulations, do not require approval of environmental impact assessment documents but should be approved for the establishment of sewage outlets into rivers.
This notice only adjusts the administrative examination and approval authority for the establishment of sewage outlets into rivers, and other administrative examination and approval matters shall be implemented in accordance with the provisions of the original documents.
This notice shall come into force on June 1, 2024.
